APPELLANT'S REPLY BKIEF.
The act of Congress of February 5, 1867, ex-
tended the writ of habeas corpus "to all cases
where any person may be restrained of his or her
liberty in violation of the Constitution or of any
treaty or law of the United States", and m.ade the
writ issuable by the several courts of the United
States and the several justices and judges of said
courts within their respective jurisdictions. This
act was incorporated in Section 753, revised stat-
utes of the United States.
