BRIEF OF APPELLEE
STATEMENT
Wong- Wing Sing and Fong Shoo, his wife, ap-
peal from the final order of the United States Dis-
trict Court sustaining a demurrer to their petition
for AVrit of Habeas Corpus and refusing to issue
the Writ.
The petition alleged generally that the action of
the Department of Labor was in excess of the au-
thority committed to the officials in certain particu-
lars specified, it being claimed that petitioner, Wong-
Wing Sing, is a citizen of the United States; that
he presented sufficient testimony in that behalf and
that the authorities "arbitrarily without any reason
