STATEMENT OF FACTS.
The appellants herein arrived at the Port of San
Francisco on the SS. ''Shinyo Maru," Jamiaiy 15,
1922, and made application to enter the United
States (Ex. A, p. 6).
Thereafter, to-wit, Jannary 16, 1922, they were
given a hearing before the Board of Si)ecial Inqniry
(Ex. A, p. 6), and were, by the said Board, denied
admission into the United States, from which ex-
cluding decision an appeal was taken to the Secre-
tary of Labor at AVashington, D. C. (Ex. A, p. 4).
