COMPLAINT

Comes now Lee Tin Sau, Complainant above

named, and complaining of Defendants above

named, shows as follows :

That J. Howard McGrath is Attorney General

of the United States and the head of the Depart-

ment of Justice of United States of America and,

as such, is head of the Immigration and Naturaliza-

tion Service which is part of the said Department

of Justice and that D. W. Brewster is the District

Director of said Immigration and Naturalization

Service and the Officer in Charge of said service at

the port of Honolulu, Territory of Hawaii.

That Complainant is a permanent resident of

Honolulu, Territory of Hawaii, of Chinese extrac-
